Presiding officer.—(1) The president or in his absence, the vice-president shall preside at every meeting of the municipal council. (2) In the absence of both the president and the vice-president from the meeting, the members present shall elect one from among themselves to preside. (3) The president or the person presiding over a meeting shall have and exercise a second or casting vote in all cases of equality of votes. 1[(4) Notwithstanding anything contained in the foregoing sub-sections, at any meeting of the municipal council, while any resolution expressing want of confidence in the President is under consideration, the President, or while any resolution expressing want of confidence in the Vice-President is under consideration, the Vice-president, shall not, though he is present, preside, but shall have the right to speak and otherwise to take part in the proceedings of the municipal council while any such resolution is under consideration. The provisions of sub- section (2) shall mutatis mutandis apply for such meeting.]1
