Orders for bringing this Act into force.—Notwithstanding anything contained in this Act or in any other law, the Government may, by order published in the official Gazette, make such provision as appears to it to be necessary or expedient,— (a) for bringing the provisions of this Act into effective operation; (b) for making omissions from, additions to and adaptations and modifications of the rules, bye-laws, notifications and orders referred to in the second proviso to sub-section (1) of section 381 in their application to any panchayat referred to in section 381 or any municipal council or 1[municipal area]1;
