Conversion of 1[town municipal areas into city municipal areas]1.—(1) Subject to the provisions of sub-section (1) of section 3, the 1[Governor]1 may at any time after consulting the municipal council concerned and considering objections, if any, declare by notification that any town 1[municipal area]1 2[x x x]2 shall, with effect from a date to be specified in the notification, be a city 1[municipal area]1 constituted under this Act.
