Power of 1[Director of Municipal Administration]1 to prevent extravagance in the employment of establishment.—(1) If in the opinion of the 1[Director of Municipal Administration]1 the number of persons who are employed by a municipal council as officers or servants or whom a municipal council proposes to employ or the remuneration assigned by the municipal council to those persons, or to any particular person is excessive, the municipal council shall, on the requirement of the 1[Director of Municipal Administration]1, reduce the number of the said persons or the remuneration of the said person or persons: Provided that the municipal council may appeal against any such requirement to the Government whose decision thereon shall be conclusive.
