Costs or expenses how determined and recovered.—If a dispute arises with respect to any cost or expenses which are directed to be paid by any person under this Chapter, the amount, and if necessary the apportionment, of the same shall, save where it is 163 otherwise expressly provided in this Act, be ascertained and determined by the municipal council and shall be recoverable in the same manner as an amount claimed on account of any tax recoverable under Chapter VII.
