Occupier in default of owner, may execute work and deduct expenses from his rent

Occupier in default of owner, may execute work and deduct expenses from his rent.—Whenever default is made by the owner of any 1[building or vacant land]1 in the execution of any work required to be executed by him by the municipal council, the occupier of such 1[building or vacant land]1 may, with the approval of the municipal council, cause such work to be executed, and the expense thereof shall be paid to him by the owner, or the amount may be deducted out of the rent from time to time becoming due from him to such owner.
