Power to enter and inspect, etc., buildings.—It shall be lawful for the Municipal Commissioner or Chief Officer or any other officer authorised by the municipal council in this behalf, at any time between sunrise and sunset, on giving such notice as hereinafter provided, to enter into and inspect all buildings and lands and by written notice to direct all or any part thereof to be forthwith internally and externally limewashed or otherwise cleansed for sanitary reasons.
