Non-removal of filth, etc

Non-removal of filth, etc.— Whoever, being the owner or occupier of any 1[building or vacant land]1, keeps or allows to be kept for more than twenty-four hours, or otherwise than in some proper receptacle, any dirt, dung, bones, ashes, night-soil, filth or any noxious or offensive matter, in or upon such 1[building or vacant land]1, or suffers such receptacle to be in a filthy or noxious state, or neglects to employ proper means to remove the filth from and to cleanse and purify such receptacle, or keeps or allows to be kept in or upon such 1[building or vacant land]1 any animal in such a way as to cause a nuisance, shall be punished 2[with penalty which may extend to two hundred and fifty rupees and with further penalty which may be extended to one hundred rupees]2 for every day on which such offence is continued, after the date of the first conviction.
