Power of Government to prohibit the erection of buildings in certain areas without permission.— (1) Notwithstanding anything contained in this Act, the Government may, in the public interest and after consulting the municipal council, prohibit by notification the erection of any building within a specified area in a 1[municipal area]1, except with the permission granted by the Government in this behalf:
