Recovery of money payable in pursuance of section 161, 162 or 166.—All moneys payable in respect of any land by any person in respect of a betterment fee under section 161 or section 162 or by any person under the agreement executed in pursuance of section 166 shall be recoverable in the manner provided in Chapter VII by the municipal council together with interest due, up to the date of realisation, at the rate of four per cent per annum from the said person or his successor in interest in such land.
