Duty of Commissioner in respect of public well or receptacle or stagnant water.- If it appears to the Commissioner, that any public well or receptacle for stagnant water is likely to be injurious to health or offensive to 202 the neighbourhood, he shall cause the same to be cleansed, drained or filled up.
