Special powers for suspending permission to construct buildings.- (1) Notwithstanding anything contained in section 303, if any street shown in the site plan is an intended private street, the Commissioner may at his discretion refuse to grant permission to construct a building, until the street is commenced or completed. 193 (2) Notwithstanding anything contained in sections 301 and 303, the Commissioner may refuse approval of site for the construction or re- construction of a building on the ground that the site or the site on which the building is situated is proposed to be acquired for a public purpose, provided that such refusal shall cease to operate after a period of six months from the date of communication of the refusal to the applicant.
