Licence for work on buildings likely to cause obstruction.- If any person intends to construct or demolish any building or to alter or repair the outward part thereof and if any street or foot-way is likely to be obstructed or rendered inconvenient by means of such work, he shall first obtain a licence from the Commissioner in that behalf and shall also,- (a) cause the said building to be fenced and guarded; (b) sufficiently light it during the night; and (c) take proper precautions against accidents during such time as public safety or convenience requires.
