Maintenance of establishment for removal of rubbish and filth.- (1) The corporation shall maintain an establishment under the control of the Commissioner for the removal of rubbish and filth from privies which are not connected with a public drain. (2) The corporation shall, if so required by the Government make provision for the preparation of compost manure from rubbish and filth.
