Absence of Chairman.- If the Chairman is by infirmity or otherwise rendered incapable of carrying out his duties or is absent on leave or otherwise the office of the chairman is vacant, the Vice-chairman and in the absence of both Chairman as well as the Vice-Chairman, such person, as the Government may appoint, shall act as the Chairman.
