Consolidated rates of combination of services.-The Board may, from time to time, frame by regulation a consolidated scale of rates for any combination of the services specified in section 37 or for any combination of such service or services with any user or permission to use any property belonging to or in the possession or occupation of the Board, as specified in section 38.
