Powers of Chairperson of Governing Council.- The Chair person of the Governing Council shall be the Non-Executive Head of the Authority and shall,- (a) convene, preside over and conduct meetings of the Governing Council; (b) discharge all duties conferred and exercise all powers conferred on him by or under this Act.
