Meetings of the Authority.- (1) The meetings of the Authority shall be held at such times and places and subject to sub-sections (2) and (3), the proceedings of the Authority shall be conducted in such manner as may be provided by regulations. (2) The Chairman or in his absence, the Vice-Chairman or in his absence, any person chosen by the members present from among themselves shall preside at the meeting. (3) At a meeting of the Authority all questions shall be decided by majority of votes of the members present and for this purpose each member shall have one vote and in case of equality of votes the Chairman or Vice-Chairman or in his absence the person presiding at the meeting shall have a second casting vote.
