Appointment of first Vice-Chancellor.-Notwithstanding anything contained in sub-section (1) of section 13 within six months from the date on which this Act comes into force, the first Vice-Chancellor shall be appointed 1[by the State Government]1 for a period not exceeding three years and on such other conditions as it thinks fit:
