Secretary.- The State Government shall appoint an officer not below the rank of Deputy Commissioner to be the Secretary of the Authority. The Secretary shall receive such salary and other allowances as the State Government may determine from time to time. (2) The State Government may grant from time to time leave of absence to the Secretary. (3) The Secretary shall be the Chief Executive of the Authority and shall,- (a) be responsible for implementing the projects and programmes approved by the Authority; (b) operate the fund of the Authority; (c) cause to be maintained accounts of the Authority; (d) discharge such other functions which are conferred on him by or under this Act or any other law for the time being in force; and (e) be responsible for presentation of records of the office during inspection of Chairman.
