When contribution becomes payable.- (1) 1[The 2[contribution]2]1 shall become payable under this Act on a written notice of demand therefor issued by 1[the Betterment Levy Officer]1 being served on land holder 3[in the same manner as the notice under sub- section (4) of section 4 is required to be served.]3 4[Provided that no notice of demand shall be served on a landholder until an order made under sub-section (5) of section 4 becomes final;]4
