Functions, powers and duties of the Chief Executive Officer of the Board.- (1) Subject to the provisions of the Act and the rules made thereunder, the Chief Executive Officer shall,- (a) exercise administrative control over the officers and officials of the Board, subject to the general superintendence and control of the Vice-Chairman of the Board; (b) supervise and control the execution of all the works entrusted to him by the Board; (c) have custody of all papers and documents connected with the proceedings of the meetings of the Board; (d) draw and disburse monies out of the fund of the Board; and (e) perform such other functions as may be prescribed. (2) The Chief Executive Officer shall attend every meeting of the Board and shall cause to record the proceedings of such meeting.
