Casual vacancy.- Any casual vacancy in the office of a member other than the Chairman occasioned by death, resignation or disqualification of such member or occasioned by virtue of the proviso to sub-section (1) of section 5 shall be filled within one month of the occurance of the vacancy in the same manner and subject so far as may be, to the same conditions specified in section 4 1[or section 12-A]1:
