Qualifications for subsequent registration.—After the constitution of the Board referred to in sub-section (1) of section 19, a person shall on payment of 2[1[such fee as may be prescribed for life time membership]1 ]2 be entitled to have his name entered in the register, only if he possesses any of the qualifications specified in the Schedule.
