Special powers of the Chairperson.- The Chairperson shall have special powers to act on his own and direct measures for effective realisation of the object in cases of urgency where there is no sufficient time to convene a meeting of the Authority, but he shall place the subject before the Authority at its immediate next meeting and seek ratification.
