Penalty against jurisdictional officer delegated by the Commissioner for failing to prevent un- authorized deviations or constructions.– The jurisdictional officers delegated by the Commissioner who is proved to have failed to prevent unauthorized deviation or construction that have taken place in his jurisdiction shall be liable for such punishment as may be prescribed.
