Mandatory compliance.- (1) The budget estimate prepared by the City Corporation shall be in compliance with the medium-term fiscal plan, comprehensive debt limitation policy prepared and those orders issued by Government from time to time. (2) The Government may direct the City Corporation to prepare the budget estimate a fresh, if it is of the opinion that the budget estimate approved by the council is not in compliance with the medium-term fiscal plan and comprehensive debt limitation policy. (3) No direction under sub-section (2) shall be given without providing the City Corporation an opportunity of being heard.
