City Corporation may pass supplemental budget.- The City Corporation may, on the recommendation of the Standing Committee for taxation, finance and appeal during the year pass a supplemental budget estimate for the purpose of meeting any special or unforeseen requirements, arising during that year; so however that the estimated cash balance under General Account-Revenue at the close of the year shall not be reduced to less than one lakh of rupees: Provided that no item shall be included in the supplemental budget which had been disallowed by the Government while sanctioning the Budget.
