Levy of surcharge on tax or fee.- The City Corporation may levy a surcharge on a tax, or user charge, or fee on a premises used for non- residential purposes at such rate, being not less than twenty five percent and not more than seventy five percent, of such tax, user charge or, fee, as the case may be, as may be determined by regulations.
