Power to levy user charges.- The City Corporation may levy user charges for,- (a) solid waste management, (b) parking of different types of vehicles in different areas and for different periods, and (c) other specific services rendered in pursuance of the provisions of this Act, at such rates as may be determined from time to time by regulations:
