Community contracts.– Notwithstanding anything contained in any other law for the time being in force, the Gram Panchayat may, on the recommendation of gram sabha award any contract for execution of any work or works of the panchayat or to supply any goods or services to any group of residents who have come together as self help group of beneficiaries within panchayat area who have contributed not less than ten percent of the value of work executed by the Gram Panchayat, to undertake and execute the works up to twenty lakhs at rates fixed by the government as a first choice]1
