Right to vote.- (1) Every person whose name appears in the electoral roll relating to a constituency shall subject to the other provisions of this Act, be entitled to vote at any election which takes place in that constituency while the electoral roll remains in force and no person whose name does appear in such electoral roll shall vote at any such election. (2) No person shall vote at an election under this Act in more than one constituency or more than once in the same constituency and if he does so, all his votes shall be invalid. 1[(3) It shall be the duty of every person whose name appears in the voters list of a Zilla Panchayat to vote at the election of panchayat and it shall be compulsory. however, he will be free to cast his vote in favour of none of the candidates contesting election as indicated in sub-section (4). (4) If Election Commissioner makes a suitable provision, the qualified voter shall cast his vote in favour of none of the candidates contesting at the election, in case where he does not want to cast his vote in favour of any candidate.]1
