Powers and duties of the Upadhyaksha.- The Upadhyaksha of the Taluk Panchayat shall,- (a) exercise the powers and perform the duties of the Adhyaksha, when the Adhyaksha is absent or on leave or is incapacitated from functioning 1[or when the office of Adhyaksha is vacant] 1; and
