As some of the claims may relate to matters in the State List (List II) and in order to make the amendments effective in the State in so far as they relate to matters in the State List, the Government of India suggested that supplementary legislation may be enacted by the State Legislature. As the Legislature was not in session, an Ordinance was promulgated. The Act is intended to replace the Ordinance.
