Insertion of new section 10.- In the Principal Act, after section 9, the following shall be inserted, namely:- 8 “10. Power to remove difficulty.- (1) If any difficulty arises in giving effect to the provisions of this Act, then the State Government may, by notification in the Official Gazette, make such provisions as may appear to it to be necessary or expedient for purpose of removing the difficulty.
