Constitution and powers of Tribunal.- (1) The Government shall by notification constitute a tribunal consisting of an officer not below the rank of a District judge. (2) For the purpose of deciding any matter 1[under sections 5, 6, 7, 7A, 10 and 13]1 the Tribunal may require any or all the parties to state their case in respect of such matter and may call upon them to adduce such evidence as may be necessary for the determination of the case.
