Transitory Provisions.- Notwithstanding anything contained in this Act and the Statues,- (i) the first Vice Chancellor shall be appointed by the Government in such manner and on such conditions as may be deemed fit; (ii) the first Registrar, the first Controller of Examination and the first Finance Officer shall be appointed by the Government; (iv) on the commencement of this Act, all the teaching activities, human resources, assets and liabilities of the Society shall stand transferred, made over to the University constituted under this Act; and 23 (v) the Statutes, the Ordinances and the Regulations, the Vice Chancellor may, with the previous approval of the Chancellor and subject to the availability of funds, discharge all or any of the functions of the University for the purpose of carrying out the provisions of this Act, the Statutes, the Ordinances and the Regulations and for that purpose may exercise any powers or perform any duties, which by this Act, the Statutes, the Ordinances and the Regulations are to be exercised or performed by any Authority of the University until such Authority comes into existence as provided by this Act, the Statutes, the Ordinances and the Regulations.
