Power to summon and examine witness .- Any officer empowered under this Act, to conduct any enquiry may exercise such powers connected with the summoning and examining of the witnesses and the production of documents as are conferred on a civil court under the Code of Civil Procedure, 1908 (Central Act 5 of 1908) and any such enquiry shall be deemed to be a judicial proceeding.
