Powers to make rules.- (1) The State Government may, for the whole or any part of the State and for any class of co-operative societies, after previous publication, by notification in the official Gazette, make rules to carry out the purpose of this Act. (2) In particular, and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely:— 1959:KAR.ACT 11] Co-operative Societies 158 (a) the applicant to whom the order refusing the registration of a co- operative society may be sent by the Registrar; (b) the procedure and conditions for change in the form and extent of the liability of a co-operative society; (c) the matters in respect of which a co-operative society shall or may make bye-laws; (d) the procedure to be followed for amendment of bye-laws by a co- operative society; (e) the qualifications of individuals who may be admitted as members of co-operative societies 1 [(e-1) right of a member to get information regarding his transaction of business with the society.] 1
