Power of the Chairman to take decisions of the Authority in certain cases.- (1) Where the Chairman is of the opinion that a matter is so urgent that it cannot wait for the Authority meeting under section 14 or for a Authority decision, by circulation under section 16, he may pass such orders as he may deem fit and it shall be implemented in the manner, the decisions of the Authority are implemented under sections 14 and 16. (2) Every decision taken by the Chairman under this section shall be reported to the Authority at its next meeting for ratification. (3) If the Authority disagrees with the decision of the Chairman the same shall be referred to the Government by the Secretary for suitable order.
