Establishment of pounds .- (1) Subject to the general or special orders of the State Government, pounds shall be established at such places as the District Magistrate may, from time to time, direct. (2) The District Magistrate shall determine, by notification, for each pound established, the village or area or villages or areas which are entitled to use such pound.
