Prohibition of construction without sanction.-No person shall construct any building or any structure of a permanent nature or execute any of the work relating to the construction of building including addition, alteration or modification of an existing within the jurisdiction of the Corporation save and except in accordance with building bye-laws issued under section 238 and upon the sanction of the Corporation to undertake such construction.
