Mandatory compliance.-(1) The budget estimate prepared by the Corporation shall be in compliance with the medium term fiscal plan, comprehensive debt limitation policy prepared and those orders issued by Government from time to time. (2) The Government may direct the Corporation to prepare the budget estimate afresh, if it is of the opinion that the budget estimate approved by the council is not in compliance with the medium-term fiscal plan and comprehensive debt limitation policy. (3) No direction under sub-section (2) shall be without providing the Corporation an opportunity of being heard.
