Power to make rules.- (1) The State Government may, after previous publication by notification in the official Gazette, make rules for the purpose of carrying in to effect the provisions of this Act. (2) In particular and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters namely:- (a) allowances payable to non-official members under section 7; (b) prescribe the form of declaration of conflict of interest under section 9; (c) the procedure to be followed for borrowing money by way of loans or debenture and their repayment under sub-section (1) of section 33; (d) the form of the budget of the Authority and the manner of preparing the same under sub-section (1) of section 35; (e) the form of the annual report and the date on or before which it shall be submitted to the State Government under sub-section (1) of section 36; (f) the form of the balance-sheet and statement of accounts under sub- 28 section(1) of section 37; (g) the form of the audit report and the date on or before which it shall be submitted to the State Government under sub-section (4) of section 37; (h) fine to be levied for failure to comply with the provisions; and (i) other matters which are, or may be, prescribed under this Act. (3) Every rule made under this Act shall be laid, as soon as may be after it is made, before the Legislature of the State, while it is in session, immediately following for a total period of fourteen days, which may be comprised in one session or in two successive sessions, and if, before the expiration of the session in which it is so laid or the session immediately following the Legislature making any modification in the rule or decides that the rule should not be made, the rule shall thereafter have effect only in such modified form or stand annulled, as the case may be; so however, that any such modification or annulment shall be without prejudice to the validity of anything previously done under that rule.
