Power of Implementation Committee.- (1) The Implementation Committee shall exercise such of the powers of the Board which are delegated to it by the Board. (2) The Implementation Committee shall meet at least once in a month. (3) The implementation Committee shall observe such rules of procedure in regard to the transaction of business at its meetings as may be provided by regulations. 7 CHAPTER III
