Implementation of schemes.- The Board shall be responsible for implementation of schemes included in annual plan and five year plans through the Development Departments and Zilla Panchayats and non-governmental organisations recognised by the Board functioning in the Bayaluseeme. The Board may subject to such rules as may be prescribed reappropriate funds from one Development Department to another, if for any reason a Development Department is not likely to incur full expenditure out of the amount allocated to it under the plan.
