Power of Chairman to take certain decisions.- Where the Chairman is of the opinion that a matter is so urgent that it cannot wait for that a matter is frivolous, not necessitating convening of a meeting of, the Board meeting under section 14 or for a Board decision, by circulation under section 16, he may pass such orders as he may deem fit and it shall be implemented in the same manner as the decisions of the Board: Provided that every decision so taken by the Chairman under this section shall be put up to the Board at its next meeting. 11 CHAPTER III
