Appointments, etc., by whom to be made.- (1) Subject to the provisions of the regulations framed under section 70 and of the schedule for the time being in force sanctioned by the Government under section 49 the power of appointing, promoting, suspending, dismissing, fining, reducing or granting leave to the officers and servants of the Authority (not 1976: KAR. ACT 12] Bangalore Development Authority 143 being officers in Government service lent to the Authority) shall be exercised by the 1[Commissioner]1 in the case of officers and servants 2[who are not above the rank of Group B officers of the State Civil Services]2 and in every other case by the Authority :
