Power of Chairperson to take certain decisions.- Where the Chairperson is of the opinion that a matter is so urgent that it cannot wait for that a matter is frivolous, not necessitating convening of a meeting of, the Authority meeting under section 14 or for decision of the Authority, by circulation under section 16, he may pass such orders as he may deem fit and it shall be implemented in the same manner as the decisions of the Authority: Provided that every decision so taken by the Chairman under this section shall be put up to the Authority at its next meeting.
