Transfer of pending cases.- From the date of commencement of this Act all cases pending before any court in respect of seizure, attachment of illegal mining activities, including properties derived from illegal mining activities including multiple transactions involving myriad number of lessees, transporters, exporters, stock holders, purchasers and other intermediaries, organized crime, cohesive conspiracy shall be transferred to the Recovery Commissioner.
